CONSULTATION - REFORM OF THE RESIDENTIAL TENANCIES ACT 1986 
 Housing Minister Phil Twyford has launched a discussion paper for consultation with a set of proposals aimed at increasing security for tenants. The  discussion paper includes the following proposals:

  • substituting the ability for landlords to terminate tenancies for any reason with specific and justifiable criteria for ending a tenancy
  • setting the amount of notice a landlord needs to give to terminate a tenancy to 90 days under all circumstances
  • limiting rent increases to once a year better equipping tenants and landlords to reach agreement about pets and minor alterations to the home
  • whether further controls for boarding houses are needed to provide adequate protection for boarding house tenants
  • introducing new tools and processes into the compliance and enforcement system.

TENANCY LAW OVERHAUL COULD 'PROTECT BAD TENANTS'
 New Zealand's 1 million-plus tenants will be no better off under Housing Minister Phil Twyford's proposals unveiled today and in fact "bad tenants could be protected", a leading property investor says. Andrew King, NZ Property Investors Association executive director, found no favour with proposals to end cancellations of tenancies without cause while ensuring landlords could still get rid of rogue tenants, increase notice periods landlords must give from 42 days to 90 days, limit rent increases to yearly and ease the way for tenants to have pets and minor alterations to homes.

TENANTS FINED FOR AUCKLAND AIRBNB ROOM RENTAL
South Auckland tenants who illegally sub-let a room in their home on global website Airbnb have been ordered to pay $1222.94 for breaching their rental agreement. Landlords say they are considering adding a new rental agreement clause to specifically ban this sort of sub-letting. Seng Lee and Serene Ong rented a home at 10 Glencullen Pl in the Auckland suburb of Dannemora from Sunrise Property Management Services but the Tenancy Tribunal said the owner "became aware through their insurance company that the tenants were operating an Airbnb business from the premises" . The owner contacted its agent, Iris Wai Lau of Sunrise, and voiced concerns, the tribunal said.

A DIFFERENT SYSTEM: THE RENTAL MARKET IN SCANDINAVIA 
European rental models are often looked to as ones that New Zealand could learn from. That prompted Auckland Property Investors Association vice-president Peter Lewis to take a close look at Sweden's rental market. Read any one of the many surveys that attempt to answer the question: “Which is the best country in the world at ...” and the inevitable answer is the Nordic countries. Why should a small group of chilly, sparsely populated and largely irrelevant countries sandwiched uncomfortably between Russia, Germany and the North Sea apparently be the home of the happiest, best educated, most socially aware and progressive people on the earth?

TINZ TIP - 14 DAY NOTES 
  When you issue a 14 day notice, lodge it on TINZ website. Add an "A-alert" tick against the lodgement and if your tenant is looking to move on without telling you, this is an early warning system. If they are subsequently vetted by another property manager, TINZ will warn you that they are looking to move. The "A-alert" also sends you the prospective address if you are needing to have them served. eg. for a notice of hearing. As with all lodgments, when you lodge a 14 day notice your account receives a credit
